Our Housing Assurance Board is made up of 14 tenants and leaseholders and their role is to scrutinise our services, make recommendations to help us to improve and to hold us to account on what we say we'll do to improve.

The Terms of Reference, outlines the purpose of the Housing Assurance Board (HAB), what constitutes a quorum and the Board's monitoring responsibilities.

The accountabilities of the Board are set out to define strategic and operational responsibilities.

HAB purpose is to:

Challenge unsatisfactory performance, scrutinise policies and decision-making and provide assurance that tenants and leaseholders' experiences are noticed and acted on by Nottingham City Council Housing Services (NCCHS)
Provide assurance to the Executive Member with responsibility for Housing that NCCHS is meeting the Regulatory Standards for Social Housing, in particular (but not restricted to) the Consumer Standards
Oversee and monitor key NCCHS strategies by regularly examining performance data and drawing upon valuable insights gained from engagement and feedback with tenants and leaseholders
Provide an effective evidence-based challenge to NCCHS

Strategic responsibilities:

Accountability

The Executive Member with responsibility for Housing is accountable to the Housing Assurance Board (HAB). It is the Executive Member's duty to make sure that feedback from the HAB is fully considered and acted upon, and to make certain that NCCHS is held to account wherever it fails to deliver on its stated commitments
The HAB will keep an action log to record all requests for action, action owners, responses and outcomes and provide regular reports to evidence its impact
The HAB will act in accordance with the Code of Conduct set out for the HAB, Appendix 1 'The Nolan Principles' and Appendix 2 'Registration of interests

Recommendations

Recommendations from the Board will be made by consensus at each meeting, providing the meeting is quorate, where the minimum number of members is present to officially conduct business
There will be occasions where recommendations and proposals need to be made outside the usual meetings, and these will be made by the Chair. Any recommendations made outside of the meeting, are to be shared at the next scheduled Board meeting

Membership and quorum

Membership will consist of 13 members, with tenants forming the majority, and will include at least one leaseholder representative
Members will be recruited using a transparent process designed to identify tenants and leaseholders with relevant skills and experience
Board members will be invited to express their interest in the roles of Chair or Vice Chair by submitting a formal expression of interest. When considering these expressions, the Chair and responsible Officer will review Board Member appraisals as part of the assessment process. The appointments to Chair and Vice Chair will then be determined by a majority vote of the Board Members.
The HAB will be quorate when five members are in attendance, not including any co-optees
Once recruited, membership will be for a term of five years. Board members may choose to leave before the fixed-term and may do so by submitting a resignation in writing to step down, either to the Chair or the responsible Officer
Upon receiving a resignation from a Board member, the Board may wish to decide whether to follow a process to fill the vacancy by advertising the position through the Council's usual channels

Meetings

Pre-meetings and Board meetings will be held once every two months, with the majority of the meetings being held online
Ad hoc meetings can be called by arrangement with the Chair
Ad hoc meetings may also be called that require Board members to meet in person. Sufficient notice, to be agreed by the Board members must be given in this instance

Review

The HAB, including its terms of reference, will be reviewed and evaluated annually in relation to performance against its purpose
The review will be done by an external body, procured by Nottingham City Council
The Chair will carry out annual appraisals of all members
The Executive Member for Housing will carry out an annual appraisal of the Chair, with the Head of Involvement
Board members may choose to decide whether they would like to re-elect a new Chair / Vice-chair annually. Board members will be asked to put forward an Expression of Interest and the Chair / Vice Chair will be nominated by a majority vote during the Board meeting

Operational responsibilities:

Review operational performance monthly to make sure standards are being met. This includes:
- outcomes from Tenant Satisfaction Measures reporting
- complaints and learning from them
- operational key performance indicators
Request detailed tenant and leaseholder led scrutiny where standards are not being met
Monitor completion of, and compliance with, any improvement plans developed as a result of tenant and leaseholder led scrutiny
Review and make recommendations on new and reviewed strategies and policies, making sure that tenant and leaseholder experiences are being noticed and acted on
Monitor the breadth of experiences being captured to make sure that 'non-vocalised' information is used in addition to the traditional methods of capturing experiences, and that experiences are representative of the demographic tenant and leaseholder base
To maintain appropriate governance boundaries, board members will not be permitted to get involved in other activities such as service improvement groups, focus groups, task-and-finish groups and deep-dive scrutiny reviews, except as an observer only. This does not prevent Board members from taking part in surveys, attending information sharing sessions or being a Neighbourhood Representative. Feedback and recommendations from all resident involvement activities will be reported to the Housing Assurance Board for scrutiny and assurance.
